23 EU nations agree to new treaty to save euro
The 17 countries that use the euro and 6 additional EU countries agreed to a fiscal union. Britain refused to adopt the plan as prime minister David Cameron maintained that it would be detrimental to Britain's sovereignty and the financial services industry based in London.
