House Republicans lost a measure to keep the government funded after September and to provide $3.7 billion in disaster relief for victims of Hurricane Irene. House Democrats opposed the measure because it cut $1.5 billion from a program that funded energy-efficient cars while Tea Party Republicans opposed the bill because they believed that it did not cut enough.
