China and Vietnam sign deal on South China Sea dispute

China and Vietnam have signed an agreement over how to deal with a number of islands in the South China Sea that hold vast reserves of oil and gas. The dispute involves a number of countries and says that each side should agree to any agreement and that consultations should occur twice a year.
