NATO forces may hand over control of two of Afghanistan's most dangerous provinces to Afghan army troops, as part of a handover plan. The two regions have seen reductions in violence, but they have long histories of insurgencies and the recent increase in security may in part be due to the presence of large amounts of NATO troops.
