Where is Europe’s Foreign Policy?

The European Union, the world's largest economy and comprising over a 400 million people has been unable to speak with one voice about many global issues. The super-national organization, composed of 27 nation states has lacked consensus on a wide range of issues from the Arab uprisings occurring in the middle east, to trade and development policies. European External Action Service (EEAS), European Foreign Ministry, has been unable to arrive at coherent policy decisions and its foreign policy has been hamstrung by the need to build up the institutional capacity of the EEAS.
