German Chancellor Angela Merkel has said that she will not endorse the proposal for common Euro-Zone bonds, or euro bonds, as she believes that they are not apart of the solution to the current crisis and that their creation might violate Germany's Constitution. She maintains that the markets should not dictate policy and that such a setup would put the Euro-Zone into a debt union instead of a union based upon stability. The German Chancellor is calling for Euro-Zone members to be fiscally solvent and has said that such measures are the best way to eventually solve the crisis. This sets the German government at odds with the European Commission, which has said it is taking steps to possibly draft legislation that would create euro bonds after the results of a feasibility study are completed.
