Police detained a liberal opposition-party leader, Sergei Mitrokhin, and another activist Saturday at a rally protesting alleged vote fraud in Russia's parliamentary election. A crowd estimated by police at 350 attended the rally, which featured posters displaying names and photographs of 58 election officials alleged to have been involved in falsifying the Dec. 4 returns in favor of Mr. Putin's United Russia party.
